Same here: game shows up as "free" in Steam search, but has the full prize on its site.
Restarting Steam doesn't help, nor does updating the client or clearing its cache.

No luck, too, by opening steam in browser.

It still sais, that I already own the game and can't get it. I think it is because I own fall of the samurai, but not the basegame.

If you own FOTS then contact Sega Support. They should give you a new key for Shogun II.
