Total War Shogun 2 Assembly Kit not Showing

Well, I picked up Shogun 2 like many others when it went for free recently, I've really been enjoying it and now I want to try modding it, but the tools aren't showing up in steam tools

Having the same problem, really wanted to get into modding but cannot as the tools aren't there.
