[BUGS] Automatic attrition for all armies whether in settlements or on the move

Since downloading the Waaagh! update I have found all my greenskin armies suffer attrition across the map, whether they are resting in their own settlements or on the move.
The only way to stop attrition and replenish my armies is to leave the settlement and enter raiding stance.
This means I am raiding my own provinces reducing obedience, only have access to global recruitment, so that I'm either nuking my economy with costly recruitment, or having my armies erode away.
It's getting unplayable.
I'm running vanilla with no mods.
Grimgor ME campaign turn 163.
