[BUGS] Unable to recruit Giant River Troll Hag

I have been unable to recruit Giant River Troll Hag at any of my settlements despite having the requisite buildings.

Running vanilla, no mods.
Grimgor ME campaign Turn 163.

I am also having this issue. Azhag vanilla, no mods, ME campaign. I have built the building requirements in multiple settlements but the hags never turn up. It is just stuck with the message saying that the Hags will turn up next turn to recruit (no characters currently available) or whatever, but none ever turn up.

Edit - started from turn 50 onwards, but still have not turned up (turn 80 now)
