Armies Replenishing in Hostile Territory (MoH 1.5.2)

In my Sun Jian MoH campaign, I noticed that my armies are replenishing even while in hostile or neutral territory. The AI's armies were also doing the same in my territory. However, I suspect that this has something to do with formerly being in the same empire, as this replenishment issue was not taking place in Yellow Turban territory.
