I don't see why the founder of the Bloodline should automatically be the playable LL we hopefully get by the end of game 3:
Von Carsteins: Mannfred and Vlad are in, great. Isabella should have been a legendary hero attached to Vlad (Kroak style) but alas, that ship has sailed. Same for Ghorst as well. Please no Konrad.
Lahmians: Neferata in silver Pinnacle with campaign goal of retaking Lahmia, covert convents in human cities, Helf-style influence, dealing with Nagash mechanics (following or finding a spine to oppose him) and specific units (Lahmian guard, Handmaidens, and I think there was an unit with Asp bows but I cannot find it) scream of game 3 crossover LP.
Blood Dragons: Red Duke is already in the game and makes sense as a distinct starting faction. Can be added as an update to the Realm of Wood Elves DLC. There is precedent for that as Morghur (and harpes) was added as an update to the Beastmen DLC. Bonus points if some living Bretionnian peasants and/or Knights of the Black Grail are added (like Sylvanian levies for VC). No need to bring Abborash into this.
Strogois: Ushoran could be the LL, but Vorag could be the one just as well. This could be a great opportunity to add a Vortex starting position in Mourkain. General campaign mechanics could revolve around restoring the Strigoi empire and avenge yourself of all the other Bloodlines that never respected you. This feels like a Imrik-style FLC in size. Special units like armoured ghouls and Strigany would be welcomed but there do not seem to be a whole LP material there.
Necrarchs: Melkhior or even better Zacharias feel like the better LL there than W'Soran. Starting position would be in the forest of Shadows in the northern empire, giving other ennemies than Sylvania (even more so if/when Kislev is released). Campaign mechanics would deal with collecting magical artifacts in far away places (more emphasis on sacking then conquering), defeating magical ennemies including monsters, maybe a special rite to invoke a Zombie Dragon as a unit (they could in 6th edition get standalone "unridden" zombie dragon). Maybe even a "rule of two" kind of rule: you can chose one of your Blood kiss Necrarch vampire to become your apprentice, gaining access to your special spells and/or skills. But you get loyalty issues and events in exchange (your apprentice might want to become the new big bad Necrach around).
Honestly it feels like a miss that Zacharias wasn't the "Grave" part or the Grim and the Grave DLC, with Volkmar sent in the North of the Empire to investitage renewed and powerful necromantic activities. A missed opportunity there.

VCoast and VCounts are so distinctive, tat the argument Luthor Harkon already represents the Blood Dragons is simply wrong.
A Blood dragon subfaction lead by the Red Duke or Wallach would have a high focus on Cavalry units and probably also a mechanic to hunt dragons and drink their blood.

Probably because they didn't have the rule on tabletop, which in turn is probably because a rule that allows you to regain wounds was pretty redundant for a unit with only one wound on tabletop.
It's an easy oversight to fix, although it might upset the current balance.

Heck, if you go through the editions, Luthor was invented well before Games Workshop came up with the idea of vampiric bloodlines - when GW came up with the bloodlines he was placed into one after the fact. A Blood Dragon faction should feel the most like a dark reflection of Bretonnia or an undead analogue of WoC focusing on high-quality melee units, not a cannons and cutlasses pirate theme.

Well as I shown, the "no true scotsman" argument go both ways, Luthor Harkon is a blood dragon by blood, and heritage tend to be very important to vampires, that's why their different groups are called bloodlines in the first place, that being said, while Luthor Harkon is technically a blood dragon, Luthor Harkon is not a typical blood dragon, and the blood dragons could make use of a more typical blood dragon legendary lord, who is acting in a more chivalrous manner than a combat pragmatist manner.
