Coop Imperial Authority Broken?

Was playing coop empire with my friend and we noticed that whenever he would take an action that costs imperial authority, both of our imperial authority went down. However, when one of us took an action that increase Imperial Authority, it only affects the person who took that action. Which seems like it might be Broken as that would mean that in general both of us would be bleeding imperial authority
