What does the "local armies" observation mean for Tuntian Conscriptions?

Good evening. I'm playing as Cao Cao and I don't understand what the "local armies" note mean beneath the bonus of 2 levels of new recruits provided by Wei Tuntian Conscriptions. Does it mean I must start a new army exclusively in the commandery where I built the Tuntian Conscription building to get the +2 bonus or can I move an existent army to the commandery and get the bonus recruiting rookies?
