Still poor performance on campaign map

"Fixed a performance issue related to some of the new UI elements added to settlement labels on the campaign map. This could cause drops in framerate when zooming in and out"
Tested this on two different machines, and still noticed a considerable stutter and framerate drop when scrolling around. Hitting 'K' which hides all UI elements gives a smooth experience. As soon as the UI pops back up, it's a stuttery mess, particularly late game when there's lots of cities within view.
