Confederation/annexation of vassal but does not get their general

I have played multiple campaigns, and many times when I attempt to confederate or annex my vassal,
I do not get all of their generals.

For example, Caocao's faction.
I defeated some of their generals, for instance - Xu Chu. So they are not dead and they simply went back to being their court noble, undeployed
So I confederate Caocao's faction, I tend to only get their faction leader and some of their generals, usually those that was deployed out in a retinue when the confederation/annexation happens.

I checked the characters page, Xu Chu will still be in the character page and is still belonging to Caocao's faction (note that the faction is already confederated and does not exist anymore.)

It will take them several turns before they magically appear in some other faction under the character page.
Which I then planted a spy in that particular faction and take a look in the discredit character page where I can see all the generals that the faction own. However the character did not appear in the page. They are somehow stucked in nowhere.

I believe this is a bug. And it can happen to any generals which I defeated but did not kill.
Hope CA can fix this bug or let us know a workaround.

    Only the characters deployed in an army join your court, the other go wandering, often begrudging your faction so no chance to have them pop in your recruitment pool in the future.
    It is not a bug.

    Also don't annex, it's wrong.

    Even with event confederation like Yuan Shao's choice to confederate Han Fu or Liu Bei's inheritance from Tao Qian, not all the generals will join you their opinion of the faction leader can effect if they join or not and should they join you keep an eye on their satisfaction as generals may not agree with the change in leadership.
    Supporter of Shu-Han, I wish Total War Three Kingdoms had a Three Kingdoms start date, Rider of Kislev, Admiral of The Awakened, Elector Count of Shu-Han, Magistrate of Grand Cathay, Cultist of Khrone.

    Were they family members ?
    There were a few family members in there were also some that clearly weren't. At the time they only had a single half army deployed while I got around 10 characters out of the annexation.

    Ahh thats why keep trying to spend a few turns, attack their useless retinue just to get all the characters i wanted to be deployed then I annex them. But until I reached emperor rank then I have to build rapport hard enough to confederate them.

    I've also had instances where non-deployed characters stay around after their parent faction is confederated. I'm not sure what determines which character stay and which leave, but it'd be interesting to know that actually.

    @Rewan don't suppose you've discovered the answer to this during your digging through the game files by any chance?

    Nope would have to look into the code rather than the tables for this I believe.

    AFAIK
    Generals that are deployed in armies : Join your faction.
    Members of the ruling family : Join your faction.

    Generals not deployed : Join the global recruitment pool. Sometimes they will join yours (usually they immediately join your pool if they have fondness for your faction), sometimes they won't. (When a character has a certain flag but isn't in a faction he's just in that faction pool I think.)

    Also I also believe that if you are at army cap, armies are disbanded BEFORE the merge (which means those deployed generals may be lost)

    Keeping in mind the game mechanics and interactions I would assume that administrators MAY also count as deployed generals. (I'm not sure of this but it would make sense)
