The LL is not free in the WE pack - you are paying for it through both the RotW and Revenge of the Treemen DLCs

The Karybdis was free because it was accessible without owning anything but the base game. The 2nd WE LL is explicitly only accessible if you buy this DLC (and already own RotW), there is nothing free about that as it is explicitly accessible only if you buy the DLC.
The Bone Giant is a bit harder to justify as free but if you already owned everything up to that point you didn't need to spend any more to access it.
