Abandoning Settlements And Skaven Tier Upgrading

One exploit incoming is that Skaven might abandon their starting settlement and then immediately resettle it to get it to T5 in two turns.

To immediately nip this exploit in the bud I'd suggest that Skaven can only upgrade settlements to max one tier below what their capital region is and if they have no capital, they cannot have it go beyond T1.

    The better solution would probably be to cap it at tier 3 for the early game and give them two new techs to unlock tier 4 and 5. So that skaven still have the ability to get their needed tech early but can't go all the way.

    With the current growth rates, upgrading to T3 doesn't even take that long. If it was handled that way I'd like if lack of food was also made more punishing, simply so you have to actually make a choice and weigh the consequences against each other.

    Tier 5 food resource should take a good few turns to accumulate. Unless there is some quickfire way of obtaining it. But yeah, it does seem to be of an advantage to Skaven.

    You won't be able to get it to tier 5 straight away, AFAIK starting food cap won't get you above tier 4 and you'd have to be at cap, so you'd need to farm a sack city for a bit.

    (You may also be unable to abandon your capital/last settlement)
