It seems like a really bad idea because it removes counterplay like the arrow of kurnous for sniping arty or maybe you could say it opens up counterplay to the arrow of kurnous by hiding in the forest, it just seems a little too easy.
I am getting flashbacks to Warp Lightning Cannons in "forests" that were actually pieces of paper with "forest" written on them with a pen, cut out to just the right size to protect them but just small enough to not impede their shooting. This mechanic is essentially just how it worked on TT at one time, truly inspired game design, bringing back my childhood nightmares. Leave my dinos in peace!
Yeah, it's a really bad idea to have this on arty. I'm fine with it on archers and everything else. Although terradons and hawk riders being able to snipe your lord even inside a forest is also a bit questionable.
It should never have never applied to artillery. I'm surprised they would even consider letting it release this way, let alone keeping it this way.
It so obviously breaks so many things, especially arching artillery.
Space Frontier is a sci-fi themed board game I've designed for 2-4 players. Please take a look and enjoy our free Print-and-Play at FreezeDriedGames.com

Without getting too sidetracked here I used to have so much fun creating terrain for TT. Me and my friends would go to the woods and collect moss, sticks, etc. and then come back in and set it all up. Good times. We never cheesed that way with artillery though lol.
