Looks interesting

This would be nice for magic banners in general, and maybe for changing between weapon variants of the same unit. I don't see why it would be limited to dwarfs though, aside from warmachines none of their units could take runes besides banner runes.

This is actually a pretty cool and interesting idea, probably a bit hard to balance but it's much better than all the proposals to just copy the scrap mechanic in my opinion, and would work super well with their forget.. The latter should still have a bit deeper item crafting with a more distinct UI though.

Their unit champions could have runic items actually.
It needs to be pointed out that what people call "cheese" is just playing the game the way it actually exists not in some fictional way they think it is supposed to work.

As I've pushed for in one of my Dwarf Mechanics threads.

Let dwarfs craft runes with the forge mechanic. Get the runes from the armybook and balance them for TW. Let us put said runes on units as the menu above.

    Perfect rune mechanic.

I would say the Moulder lab is the better interface for the rune system.

But yhea a way for dwarfs to equip their units and characters with runes would fit them much better than the current forge. You could probably also transfer the important effects of the forge times onto runes.

The system needs drawbacks aswell. Upkeep cost (runic items are worth alot) seems a good idea as random bad things isnt part of the dwarf way.

Scrap mechanic is rapidly becoming the new Pirate Cove mechani where people seem to think every faction should get some version of it.

I'd be happier if runic banners like the ones Runesmiths and Runelords get were just added to the Dwarf crafting system.

Rule of Three, Rule of Pride and Upkeep all ways to make the mechanic not a pure advantage.

Very cool idea. However, the Rule of Three should be part of this mechanic. Dwarf absolutely need runic weapons.

Runic banners? Eh, not so much. I'd love them, but not needed.

There is no conceivable reason why "wargear" should be unique to Dwarfs. Let's focus on the runic aspects for Dwarfen uniqueness, imho.

Dwarfs had a very unique wargear system on tabletop. Much more in depth and unique to them than other races. So yes there is a reason.

An overhauled Rune Forge should let the player create their own weapons, armor, banners, etc. from scratch for their characters. Items forged in this way can have a randomly generated name or be named by the player. The Rune Forge is beholden to five rules of Runesmithing: (1) the Rule of Three, (2) the Rule of Form, (3) the Rule of Pride, (4) the rule against more than one of the same Master Rune used in an army and more than one Master Rune per item (aka Jealous Runes or the Rule of Jealousy), and (5) non-Master Runes may be combined for stronger effects.

It should really be about crafting your own custom items and slapping some engineering runes on cannons rather than giving buffs to your general infantry.
