WE and Gaean Vale

Gaean Vale is a 10-slot settlement. This is true for most forest settlements. However, unlike those other forest settlements that the Wood Elves can fully utilize, the Wood Elves can only use 8 of the 10 build slots in Gaean Vale. This doesn't seem to have any rhyme or reason to it, so it feels like an oversight that should be fixed, yeah? Is there a reason that the Wood Elves wouldn't or shouldn't be able to fully utilize one of their very few forest settlements?
