The issue with implementing the Wild Hunt in game is that the Wild Hunt in the lore is involuntary: Orion and any nearby elves are seized by the need to hunt and kill, and go after the nearest target. Sometimes the Wild Hunt can be steered a bit towards a desired or more dangerous target, but if none exists they'll attack anybody.

Probably the closest you could get would be a sort of limited Waagh! mechanic for Orion that triggers ever X number of turns where you have to choose a settlement that you must attack but if you don't pick one then the computer will automatically pick one at random, and then you suffer some sort of penalty if you don't go and attack it.

Problem is, nobody really likes mechanics that actively punish the player. They're often annoying and get in the way of gameplay, like the old Amber penalty for units. It's much better to give players mechanics that reward them for playing a certain way, as the current Waagh! system does.
