AI public order buildings don't seem necessary

Since PO (Public Order) is a difficulty modifier for players I assume that the AI gets a reduction to their public order problems.

Which makes me wonder why they love putting public order buildings in their settlements.

On my last campaign almost every capitol I took had a max rank PO building in it, which I'd deconstruct as soon as I got my hands on it (on V. hard).

They'd probably benefit more from walls or recruitment structures. Not really a priority but might help a little.
