Bug in Rise of the Republic

Hi!
I am a great champion of your Total war Ensemble.
You prescribed spy Gastia Spurrina to Veii, but she has her location in the lower left corner of the map (0, 0) without her herself. Do not offend Veii and return honourable Gastia Spurrina, who made so much for Veii defend, from undeserved proscription.
Or could you explain me the meaning of two lines, second and third, in Gastia Spurrina"s LOCOMOTION table after first line of her location having (0, 0) - that I understood, but can not understand the next lines for correcting by myself.

Or could you explain me the meaning of second and third lines of Gastia Spurrina's table LOCOMOTION to return her by myself.

I returned Gastia Spurrina but she appeared in Alleria. Better than without her!
