Can’t access mods

in Total War: SHOGUN 2
So I have the steam version of Shogun II, as soon as I start it up it goes straight into the game instead of giving me a mod menu to activate it deactivate my mods. For example, if I played Rome II or Attila I would be able to access my mods, unlike Shogun II.
