1.7.1 BETA : 190 start Han initial diplomatic stance toward most factions

Han now start at peace with most factions in the game (Dong Zhuo is not affected), only Zheng Jiang and some Yellow Turbans start at war with them. This may hurt AI expansion in the first few turns and requires the player to manually declare war on the Han Empire to complete their first mission.

Not sure if by design or not ?
