1.7.1 BETA : You still lose Imperial Favour when battling against Looters ?

This is visible in MoH as the Imperial Favour is active and you fight Looters armies early game.
This clearly shouldn't happen as Looters should be Bandits more than Han.
However the amount lost seems pitifully low and I've had trouble replicating the loss, so I'm not quite sure what's going on.
