Dealing with sanitation

I started off with 3 squalor automatically as picts and have been waiting to build a sanitation building, but now will I not be able to because my population will decrease? Was I supposed to destroy a building to build a sanitizer? It's my first go at atilla

You want to build sanitation buildings because they will promote growth...that is best strategy for the long run. You may have to tear down buildings, depending on what you get when you start and/or take over other provinces.

It is MUCH easier to have all three territories in a province, as it is easier to build a complete set of buildings...sanitation, government, money, religion, etc. You need a balanced economy to make money in a province, WITHOUT having any troops stationed there...you are limited on the number of armies you have, so provinces HAVE to be self-sufficient, as you get larger.
