[BUG] - Malagor's chapter 2 objectives not starting

khazrak's chapter 2 objectives works fine but malagor's not starting. in the objectives section there is only the main quest, not chapters. that section just grayed out.

i tried 2 times, destroyed 4 different settlements with malagor, got the money reward but no new objectives.

same problem, no mods installed restarted 3 times now no change. did you find a fix?
