A delay of game 3 wouldnt be unexpected, and it's fine if it improves content. But it's entirely possible that its delayed, wh2 says as is for the whole while, and game 3 has even more bizzar decisions that break multiplayer.
I just fixed the chariot issue in a mod by editing 2 tables. Can't publish it because of MCT error but I do layout what needs to be done in a dedicated thread :
Do you need this? Vandy updated his Mod Configuration Tool because Steam created an error and hasn't fixed the original file location. Not sure why you would need it for such a simple mod.
I'm quite pessimist with regard to the hotfix. Of course the hotfix will come, but I don't think is going to be able to fixx all the bugs and broken stuff, first and foremost because for CA this game is already amortized, and at this point for them the number one priority is probably to entice and lure as many wh2 players (the game has reach his peak number of players in the last year or so) who still have no taken the decission to buy wh3 to switch to the new game.

yah, breaking game 1 was iffy, but leaving the game nigh unplayable for months while they are preparing a new game....if the fix doesnt come around soon i wont buy game 3 for a few years and will just wait for it to go on sale. or never...its really a mystery to me, especially if the new MP format means they want to push that aspect. SP players may still enjoy the game - even fo r them it must be annoying though...but the bad press of destroying their own game and just leaving it broken for months and months...thats the kind of thing that can enda business/franchise

They have made their money off Epic, now with that beta out of the way they have realised that the need to put a **** ton of work into it to get the new modes, multiplayer and all the other **** they promised to actually work.

Troy's handled by another studio in another country, so how would that be relevant to work on WH2 or WH3?

Fixing WH2 would build trust and goodwill, it's that simple. Leaving a game in a broken state that has been a massive success for the studio in favor of a game that hasn't earned them a single penny yet isn't good business.

I wasn't around for the transition between game 1 to 2, is game 1 really buggy now?
As to the people who say why bother fixing game2 when game3 is on the horizon, I'm sure many consumers myself including have no intention of supporting CA further should they just abandon something we cared for. It's bad press and creates the impression to your customers that you don't care about the quality of your products, so why should we even support your business? What guarantee do we have that game3 won't be a broken mess thoughout it's lifecycle. CA have messed up so many times in the past, quite recently with 3K aswell- it's overdue time that they suffer consequences for this kind of behaviour. I for one could always go back to classic games that have stood the test of time, TWW can rank amongst the likes of say Age of Empires, if CA supports their games then they can have a place amongst other legendary games, but if they drop their games then everyone will forget about them too.
On a positive note RE hotfixing in general, was on the CA blog and happened to see they posted a thing about "Team's Dogs" (https://www.totalwar.com/blog/total-war-team-dog-photos/). Always enjoy the odd dog pic so was having a look and saw this under "Chomp":

I requested a refund for the latest DLC on steam. I doubt I'll get it but I feel completely ripped off by CA. This was the most pathetic cash grab that broke the game in numerous ways and they have made no effort to fix them in the last month.

They (probably) only have one marketing team, or realise that you're marketing to the (assumed) same crowd, so why compete with yourself? The money invested isn't seeing the substantial return, so we'll have the drought until at least the first patch for Troy mythos. So give it another 5 weeks.

The first drought came after TK dropped thanks to the Norsca debacle and the sorry state of Mortal Empires requiring extra attention. Those issues were only really solved by the time VCoast dropped in November 2018.

I think it would be good to have a chariot fix up on the Steam Workshop for people to play with it and give feedback on.
