Mod won't upload?

Every time I click to upload a mod in Mod Launcher, it takes me to an term and condition screen, I click accept, after that there is a loading icon in Mod Launcher (instead of the folder icon) that doesn't go away. Any fixes?

The mod I made, I edited an existing mod that modified ammunition for player.
