Technology industry chain locked

Hello, I've got an issue id like to solve.I started playing campaign as Sudreyar now i am at half of the game but i havent unlocked any civil technology chain yet. Although i have counqered two regions where are max developed forges which are needed to unlock indusrty chain. It looks like its bugged and i have worries that other chains might be bugged aswell. Here is my save game file. If you could somehow modify it to remove bug I would be grateful.

Nevermind,i t seems that conquering doesnt unlock chains, only upgrading buildings does

I have exactly the same problem playing as Sudreyar, can someone help?
