if i read correctly i believe Skarbrand's melee damage will be in the high 600s tac on his physical resist he's gonna be an absolute sledge hammer. Also depends if thats with or without Slaughter & Carnage
I am The Beast of Guanyin, The one who beasts 25 hours a day, 8 days a week, Vanilla Gorilla, The great bright delight, Conqueror of Mountains, Purveyor of wisdom, Official forum historian, Master Tamer of energy, the one they fear to name, Beastradamus, The Teacher, Master Unbiased Pollster, The Avatar of Tuesday, Chief hype Train Conductor, Uwu Usurper, Pog Wog Warrior, Poggers Patroller, Alpha of the species, Apex protector, Praetor of Positivity, Drybrush Disciple, Sophisticated Savage.
But the melee characters with AoE abilities and healing WILL be.
Malus, Tyrion, Imrik etc. Archaon too if he's allowed to be counted with his Lore of Fire. Those kinds of folks.
People like Grimgor and Kholek ALREADY are inferior melee characters in Campaign to tho those I just listed. If Skarbrand gets envisioned "like Kholek", he won't be in the running for the strongest.
He'll still be strong! He won't be a pushover. I'm sure he'll 1-man Doomstack viable and everything.
But you didn't ask: "who will be strong"? You asked "who will be strongest?" Likely, it won't be anyone on that list without significant healing and major blob-clearing splash.
If Skarbrand isn't the strongest, CA have implemented him incorrectly. Bloodthirsters are basically brutal strength incarnate, and Skarbrand is strong even among bloodthirsters. He should be expected to beat anything he fights one on one.
Not sure why Greasus even makes the list, we already have his stats and he's not even as strong as a standard exalted bloodletter. He's also pitifully slow for an SEM. Unless he comes with a host of buffs and abilities, I suspect he'll be among the least effective combat lords just due to his speed.

i feel like i heard either in a blog or a youtuber that talked to a dev that Skarbrand is gonna have the highest Melee Damage as a LL

Though Kholek gets that great resistance buffs that can stack up and make him unhittable almost.
