Hard mode == zero diplomacy?

LOL hard mode seems to have zero diplomacy. How CA makes the game hard is just having every AI declare war on you for no reason. Literally zero diplomacy on hard difficulty, AI declares war on you for literally no reason. That combined with the fact they get money bonuses gives the illusion the game is hard.
Basically, it seems in hard mode diplomacy is just disabled and AI gets tons of bonuses.
