I think that is where they initially planned the section of the third game would occupy on the combined map, as validated by the data mine way back when the first game came out. I also think it is of no consequence, as that was before they decided to add Cathay, and by all accounts the combined map will be a bit different in game 3.
This may have been the intended map for the final Immortal Empires before CA decided to expand over to include Cathay (and possibly more). After all I believe the 2016 leak looked like this essentially.

Game 3 was originally going to be just Khorne, Tzeentch, Nurgle, and Slaanesh as races, no Kislev or Cathay at all. Ogres and Chaos Dwarfs were then going to be DLC's. This was the OG plan since game 1. After the success of game 1, game 3 got massively expanded in scope, to include the far east and more of the wastes, as well as Kislev and Cathay. In general it is very clear that CA did not predict Total War Warhammer would do as well as it has, reminder that it was originally a bold new move when King and the Warlord introduced alternate start positions for Legendary Lords of the same race, before that point all lords started in the same province(dark days they were).
It's all just conjecture, but I think it's highly likely that game 3 was originally going to be a map either focused entirely on the Realm of Chaos, or heavily featuring it. Either that, or from the beginning they had planned for a large portion of the Warhammer 1 map to be featured on the WH3 as it is in the current map, though with an even greater share than it does currently. As such it wouldn't need to add to much to the combined map, or rather, there'd be nothing of the OG map to combine it with the WH1 map. This relatively small area on the OG combined map would have contained the Darklands, a sliver of the mountains of Mourn for Ogres, and parts of the Chaos Wastes to be inhabited by demon factions(along with the bits north of Naggaroth, I imagine).
This scope was clearly scrapped when development on Wh3 began, or more likely they had planned well in advanced, perhaps during development of Wh2, in favor of enlarging it. This is why even before the russian interview last week I had predicted that they were not going to be adding to the Mortal Empires map at all, but completely redesigning it.
So for Warhammer 2's combined map, they decided they might as well use the space that's there and add some land for updates, as we saw with Imrik, Snikch, Malus etc.

Nope. That area has been there since Warhammer 1. All of the Mortal Empires map (though slightly different from what was released was present but hidden on game 1’s map.

Makes sense, thanks for the detailed info, i'm just a little disappointed that they left that large area empty.
The thing i don't get with the data mined map and the current "grey" area of the mortal map is that the realms of chaos are not on them. They must have known about chaos realms early on, so why wouldn't they be included in the original plan. The final map is my biggest worry, hopefully we get an east and west connection, more of Lustre and I guess southern badlands, and really hope the areas of ind, kuresh, etc. Are included.
Tbh, if they add a dlc I will buy it. I always have and always will, as I have dumped 2,000 hours into game one and two.

Data mined map is very old now, with no Cathay at all for example. It's likely CA decided to be more ambitious and add Cathay / Chaos Realms, which may have not been planned initially. The current ME map and old data mined are IMP irrelevant now.

If I had to guess, the monogod factions would have probably all been penciled in as invading hordes. (And so, like WoC, deemed to not need territory.)
Well done forumers. We complained and whined our way into making CA/GW be more ambitious than they originally planned. But, the work is not done yet, not unit we get the full world map... well at least 2/3 of the world map, No one cares about the bottom 1/3.

It was in TWW1 too. Nothing new here. It probably had something to do with a less ambitious time for the series.
As to why it is not filled in TWW2 it is the same reason it didn’t happen in TWW1. It was not the time for it simply because of what races would occupy that area.
