I opened the game and loaded my campaign normally and all cities names are disappeared

I tried restarting the game, playing a battle, and turning on/off the "always expand settlement bars" setting but nothing changes.
Any idea on how to fix it? I can't load a previous save file because the game is on legendary difficulty.

1 · Disagree 1Agree"Toggle settlement labels" is forced off, i.e., no settlement or army labels. Other UI elements are present. CTRL+T does nothing. I've tried binding to other keys but that also does nothing. Verified game files to no effect.
If I launch a new campaign it starts with the labels off, but CTRL+T does then work. But the saved campaign is broken.
