Idea for Changing Settlement Battles

I don't particularly like the settlement battles. I was worried about them being too much(for me personally) when I first saw them. Unfortunately, I appeared to be correct. Now I basically auto resolve anything that isn't a field battle. I think if they weren't so frequent, I wouldn't mind them so much. So to that end, I propose a potential idea for a mod when those tools eventually come out.

Have the settlement battle tied to the garrison buildings.

No Garrison Building: Field Battle

Level 1 Garrison: Settlement Battle

Level 2 Garrison: Siege Battle

This would significantly reduce the number of settlement battles cause the AI doesn't make too many garrison buildings. Let me know your thoughts.
