Gongsun Zan as Emperor cannot target agri/econ inspectors

No DLC's, no mods, patch 1.7.1
Once I became emperor as Gongsun Zan I was unable to target the agriculture or Econ inspector to inspect, add, remove, release, banish or grant independence. It acted as if those positions did not exist.
I had no issues w/the other inspectors or administrators
