The structure name "the Vale of Creature" in the Twisted tower near the skarbrand territory has the bonus of providing 3 ranks for daemonettes and exalted daemonettes of slaanesh and 20% upkeep for factions worldwide. In my campange, it seem that it didn't provide 3 additional rank at all, but 20% upkeep is still working.

Glad this is being looked at, since I'm having the same issue.

A modder fixed this issue, here's his solution:

The effect for recruit rank +3 for Daemonettes factionwide was missing an entry in the "effect_bonus_value_ids_unit_sets_tables"
as well as having the wrong scope in the
"building_effects_junction_tables"
