Periodically, the level of the capture settlement does not decrease when playing for greenskins TWW2

This is my first time playing for the Greenskins. (Skarsnik; Total War Warhammer 2) When capturing a 4th-level settlement - occupation - I got a 4th-level settlement. Similarly: Ruin + Occupation gives me a settlement of the 2nd level, less often of the 1st level (at the initial 3rd level).
Was that the plan?
Steam-version of the game with all additions, mods are not installed.

Yeah I got that as well and asked here. People said it was a hidden racial feature of the greenskins.

Yeah greenskins have a 50% (?) chance when the occupy or loot and occupy not to down rank the settlement like normal.
