Revolution Mechanic

I am new to empire total war and I am enjoying it so far. I have run into revolutions multiple times and I am trying to figure out what sets them off/ what makes them start? Through reading I have found that I can be low public order in your starting region, is there any truth to this?

Any advice will be appreciated.

It's correct, in every province you get a rebellion after three turns of negative public order in any social class and if this happens in your capital province you get a revolution.
