Question about Oracles of Tzeentch

For the Oracles of Tzeentch faction, they have a building that improves barrier replenishment rates for local armies. What I'm asking is that do the replenishment rates stack as there are more of the same buildings in the provinces?

For anything in warhammer total war, If It says local it means only in that one region(single city and surrounds) it would stack only if it said province. Because province applies to the whole province, made up of 1-4 regions.

This sort of thing is pretty easy to test yourself though.
