This is pretty good! I think you've got the Skaven-speak down pat.

If I had to suggest any improvement I'd say that a higher voice pitch will make it even better.

I think it depends what kind of Skaven voice you want to make
Higher pitch may be the way
But I would rather keep the pitch and speak faster and in a more neurotic manner
