Combine port and main building.

The port blocks the building slot.
Why not remove the port building, and transfer the functions and bonuses of the port to the main building of graying.
As it was in Rome or Attila, either give a port more importance, otherwise now the construction of the port is nothing more than a ballast that occupies the construction cell.
