Daemon princes are being included with WoC to allow for an ascension mechanic which explains why Azazel and Valkia are in their roster along with Be'lakor.
Most of the DLCs will be focused on WoC rather than DoC to introduce marked units which can then be used by DoC.
WoC will end up getting a whopping 15 LL's in total to provide them with 3 for each mark and undivided, and monogod daemon races are going to be strictly that and get only 2 LL each (greater and herald). However, monogod themed races/factions for WoC and DoC will be able to confederate with each other.
It just works.

Khorne could have Skarr bloodwrath, egil styrbjorn (literally the guy on the WOC cover) or Arbaal. Still a hard pick IMO.
Slaanesh gets dechala. Their only other lord is one of the champions of Archaon and gilberion.. nobody really cares about him..
Tzeentch is a bit easyier with only 2 more slots. Gaulrauch and egrimm. Aekold is great but he's just not at that same level as the other two.
