shogun 2 crash on splash/legal text screen

Shogun 2 has never progressed past the splash screen on my Windows 10 PC. I tried solutions posted online without success and I contacted Sega Support and exhausted all their offered solutions.
My PC is an Inspiron 3847, manufactured 2 years after Shogun's release date.
