Glean Magic spell not working as expected

When casting Glean Magic with 200% spell intensity the effect was not showing when hovering over the Winds of Magic pool. No effect could be noticed in game. Overcast version tooltip did not show the intensity working as expected doubling the spells values. When casting the overcast version is only added 0.1 reserves per second as opposed to the tooltip listed value of 0.2 or the expected 0.4 with 200% intensity.
