Cavalry charges no matter how they far from routing enemy.
This bug happens to units that classified 'cavalry' in land_units_tables -> category -> 'cavalry'
Some cavalry units like jade lancers, winged lancers, gryphon legions are classified 'war_beast' so they don't have this bug.
