BUG - Gor-rok unable to obtain quest weapon

The issue : You cannot unlock the mace of ulumaque unique weapon as you cannot fulfill it's unlock requirement.
The requirement in WH2 was that you raze or sack 3 settlements belonging to the skaven. In WH 3 - The same text is still there, however the word skaven is missing - so it simply states raze or sack three settlements belonging to RACE (doesn't specify any race).
The result is you get no progress for his quest and cannot unlock the weapon.
Frequency of issue - every game
Reproduction steps - Load up his campaign, look at the weapon unlock criteria.
Expected result - I expected to see who I need to raze/sack to get the weapon.
