AI dodging artillery/spells has gotten out of hand.

Mortars, catapults and the like are now almost worthless against the AI because they dodge before the artillery even fires. Same with moving Vortex spells (which were already bad because they are no longer amiable) and Bombardments. Please either tone down the AI's ability to predict the future or remove it entirely. Thank you.

It's quite frustrating. Makes the mortar more redundant for Empire and pushes you further into rocket spam. Cause the inaccuracy of the rocket ironically makes it better at hitting dodging enemies.
