Morathi cannot garrison high elves gates

Morathi cannot build anything in the high elves gates. You cannot upgrade the building and you get no garrison either.

Can confirm this is still in release.

In my playthrough Eagle gate gives a miniscule three unit garrison but the others get no garrison at all. None of the gates can be upgraded; red text says "You cannot construct this building before first constructing the prior building level." despite obviously having the previous level and having enough population surplus. The same text appear for the same and earlier levels of the building as well. For instance, I conquered a gate at level II. It says I can't build lvl 1, 2, 3 or any other level for that particular same reason.
