Unable to Confederate Orion as Heralds of Ariel

I have been unable to confederate Orion as the Heralds of Ariel. When I complete his confederation quest (sack/raze 10 settlements) it completes the quest but no prompt pops up to take the confederation choice. I do not currently have a confederation penalty for confederating other WE factions. I have tried it while Orion is wounded and when he is unwounded. I have already confederated all the other Oak of Ages WE factions.

Attached is the save file with the Sisters able to sack/raze Karak Azgaraz for the 10th and final requirement for confederating Orion.

Same here, did not recieve any dilemma to confederate Orion after finishing the quest. Played one campaign solo and one coop as the sisters.

I am having the same issue, the quest is not letting me confederate Talsyn specifically. I have tried on multiple different turns with no success. I am getting a quest completion, but no popup to actually confederate.

I'm having the same problem trying to confederate him with Durthu. I get the splash saying I've completed the quest, but no option to confederate him. I haven't tried the sisters yet.

I think this happens if you have the Sisters of Twilight DLC but not the original Wood Elf DLC.

I had the same problem. I just confederated him manually - bribes and paying attention to his diplomacy bar. The same thing you do for Drycha.
