Some Factions Still Do Diplomacy With Dwarves In Dwarf Crisis Endgame

Issue: In my Golden Order campaign several dwarf factions still have diplomatic pacts like military alliances and trade agreements with other empires, some of them even with non-dwarf factions. In my attached save, Karaz-a-Karak has a defensive aliance with the border princes and military alliances with Clan Angrund and Ironbrow's Expedition. Ironbrow's Expedition also has an defensive alliance with Knights of Caledor.

In both cases the non-dwarf faction had an alliance with me.
they were also both invited to war with me by the dwarfs.
I looked around and there were some factions that were not at war with Karaz-a-Karak even though they had diplomatic contact. the factions I noticed this for were Bonerattlaz, Brotherhood of the Bear. and Dolgan. These factions did all have negative relations with Karaz-a-Karak.
I still cannot negotiate with any of the dwarf factions.
