Base game won't launch on family sharing

Hey, recently I've been introducing my dad to Total War games, I family shared my steam library with him. For record, I own both the base game and Fall of the Samurai and have no problem running either on my computer.
On my steam account, it says I have 10 DLC, including the base game. However on steam family sharing for my dad, he only has 9, with the base game missing. Is there anything I can do about this or anyone I can contact to solve this?
