I got an Oxyotl mission to destroy a Norscan Settlement (Fort Jakova), but when you press travel, the jungle splash screen shows up, the camera pans, but Oxyotl doesn't actually go anywhere. Interestingly you can teleport again the same turn, either try again unsuccessfully or go somewhere else successfully.
Modified Log file appears to be empty.

    Same Visions of the old ones bug:
    Oxyotl does not teleport to Valkya in the pass north west of Nagar (Har-Ganeth )
    Oxyotl does not teleport to Daniel
    Both were in forced march

    I had the same problem with Oxyotl against several armies (one Skaven army, one The Daemon Prince). Never had it before with a settlement though.

    I reported the bug too (see link below), and it got acknowledged and sent to the devs. So hopefully this'll be fixed in the future. *fingers crossed*

Sadly, despite wanting to fix every issue as soon as it arises, there is almost always more to fixing issues than meets the eye so unfortunately some do take more time to resolve than others.
