Adjust Repanse and Alberic

In WH II Repanse de Lyonesse didn't have the possibility to confederate Bretonia via the tech tree - unlike the other playable Bretonian characters. I was fine with that, she could do it the "normal" way after all. But now Alberic de Bordeleaux has left Bretonia too. He and Repanse are in a similar situation now. But he has the possibility to confederate via the tech tree, she still hasn't. I would very much like those two to be adjusted - whether you give them the possibility to confederate via the tech tree or not.
